7年前，北京政府制定了年前把北京建设成“空煤气清新、环境优美”的城市的目标。 到目前为止这方面没有什么进展。 相反，人们对北京拥挤的交通、严重的污染、极度缺水和高于天的房价不满。 现在国家控制的媒体也开始提出迁都的提案。

北京大学[微博]的袁刚教授认为北京是一个拥有“特权”的城市，为了自身的迅速发展，他毫不客气地吸收了周围的水资源。 中国政府现在消费数十亿美元从南部调整水，缓和首都周边干旱的北部地区的水不足。 袁教授说，与其把钱用于调水，不如用这笔钱把首都直接转移到水资源丰富的地方。 这次调水方案的第一期工程明年建设通水，但提供的追加水源依然不能满足北京的诉求。 去年北京的常住人口，包括郊外和卫星城市达到了2000万人。 根据北京市人口和计划生育委员会的数据，即使加上增加的外部供水，北京的水资源最多也只能支持1830万人(见上图)。 。

尽管如此，北京的官僚们还是不怎么动。 他们都和拥有北京户口的居民(也就是非外省的北京工作人员)一样，享受各种特权，包括比其他地区的居民优先享受中国最好的教育和医疗设施。 被学者们提名为新城址候选人的城市已经开始为自己做广告了。 但北京的优越条件依然具有无与伦比的魅力，难怪中央政府对迁都的建议至今仍保持沉默。 (可可英语)
